The City Hines Charter requires the City Administrator to prepare and transmit to the council an annual budget. A Budget Committee made up of local residents and the City Council assist the City Administrator in this responsibility. Committee members are approved and appointed by the City Council and serve for the duration of the budgeting preparation . The budget committee reviews and may revise the proposed budget before it is formally adopted
